This is how the registration process works:
The usual timeline (barring missing funds with the submission, loss in the mail, etc.) is:
          If the submitter posts the submission on January 1st, it would be included in the February Internal Letter (IL). The An Tir Internal Letter is available to anyone who wants it at http://www.antirheralds.org/IL/IL_index.html. It also goes via the Postal System through subscription. Heralds (and non-heralds) throughout the Kingdom (and some from outside An Tir) may offer commentary regarding issues of compatibility, documentation and conflict with already-registered na,mes and armory. Items in the February IL ane ruled on at Kingdom-level during the April Lion's Blood Meeting.

          If an item is returned at the Kingdom level, Lion's Blood Herald will send the submitter a letter detailing what problems were found with the sunmission. You then have one year from the date of the letter sent by Lion's Blood to re-submit or appeal without further fees. If you appeal you will need to provide some evidence that the decision made was wrong. If you want help with this, please ask your local herald.

          Assuming no problems are found at that meeting, the submitter will NOT receive a letter from Lion's Blood at that time, instead the item(s) it would be sent to Laurel in the April Letter of Intent (LoI).

          Normally, at this point, there is a four (4) month period of deliberation by the College of Arms of the Society. this includes initial commentary and responses from any member of the College that wishes to offer comments, and rebuttal of commentary. Then, at the August Laurel Meetings (names are considered by the Pelican Sovereign of Arms, armory by the Wreath Sovereign of Arms, and they usually hold separate meetings due to the large number of submissions), the decisions to accept or return the submitted item(s) are made.

         All armory (in the Society) is registered to a name registered by Laurel.. This is not neccesarily the named you gave to the Society Registrar when you joined the SCA (if you have amembership). If you submitted a name AND a device or badge at the same time, it may happen that the name is returned. If the name is returned at Kingdom, the armory will also be returned at the same time. Again, you then have one year from the date of the letter sent by Lion's Blood to re-submit or appeal without further fees.

          If the name passes the kingdom process, but is returned at Laurel-level, and you allowed the creation of a "Holding Name", your armory will not be returned -- instead, Laurel will create a temporary name to register the armory to. The Kingdom is not allowed to do this, only at the Society-level can this be done. If you wish, you may then either provide further evidence for the registration of the name, change the name, or simply keep the Holding Name.

          Because the decisions made (and the reasoning offered by the Sovreigns) may influence future decisions, there is a process of proofreading (and ocassional changes to the rulings based on prior precedent). The the Letter of Acceptances and Returns (LoAR) is sent out the members of the College of Arms and others who wish to receive it. The LoAR for our January 1st submission would gerenally be sent toward the end of October.

          But, if the are unforeseen problems (e.g., sometimes the description of the armory doesn't match what Wreath finds at his/her  Meeting, or there is question regarding the documentation of the name that isn't resolved by the College's commentary by the time of the Pelican Meeting), an item may be "pended" for further review. This will usually involve a six (6) month delay in the final ruling. The reason is that the members of the College of Arms will not know about the decision to "pend" the item until it appears in the LoAR (which they will get in early November), and the process at the Laurel-level begins again with the information supplied by Laurel, Wreath and/or Pelican. This means that the item would appear in the LoAR issued in April of the year followingthe submission.

          Lastly, Lion's Blood then notifieds the submitter of the decisions made at the Laurel meetings.

          What does all this mean to you, the submitter? Well, not hearing from Lion's Blood for nine months isn't neccessarily bad. But you have a right to know where in the process you submission is. Please ask your local herald to find out what's happening. And if you're from Stromgard, you can track it here.

          Ciaran suggests you ask about two months after the submission is sent ( to make sure it got to Lion's Blood), and again, four months after sending the submission if you don't get a letter from Lion's Blood. We want you to know what is happening with your name/device/badge, but we (the local heralds) may forget to tell you, so please ask, and we'll look into it for you.
